Board of Selectmen Meeting Minutes
December 19, 2012
1. CALL TO ORDER: The regular meeting was called to order at 7:00 PM. Hal Ferguson, Chairman, Rick Micklon & Lenny Adler present.
2. FLAG SALUTE & A MOMENT OF SILENCE FOR THE SCHOOL SHOOTING TRAGEDY IN NEWTOWN, CONN.
3. ACTION ON MINUTES:
A. Meeting minutes from special meeting October 9, 2012. *Motion to accept minutes. HF/RM– Unanimous. B. Meeting minutes from December 5, 2012. *Motion to accept minutes. RM/LA– Unanimous.

8. ADMINISTRATIVE ASSISTANT ITEMS
A. HF: Transfer station will be closed on Christmas and New Years Day. Guy will be filling in for Eric at the transfer station while he’s out.
9. ADJUSTMENTS TO AGENDA
A. None.
10. UNFINISHED BUSINESS
A. Municipal Garage update: RM: will be meeting w/ the locksmith and Bob Hale tomorrow. Locksmith can’t guarantee locks will be changed, but he will be doing a survey of the locks. They will be completed by Friday. LA will be meeting w/ air compressor company on Friday. Reviewed proposal from Building Solutions to paint the remaining primed sections of the garage bathroom, breakroom and office, doors, etc. primer in boiler room. The cost is $979.00 *Motion to sign the proposal. HF/LA – Unanimous. Misc. items purchased; waste baskets, soap, etc. still have the film for the window and blinds to purchase.
B. Great Falls Security: LA: We have received (2) quotes.
1) Closed Circuit Security System – live and recorded images – This system will include a time/date stamp. The TV’s will be included for $3,885.00 and to add a camera in shed it will be an additional $536.00
2) Security system: burglar alarm w/ back up battery – 2 key pads, supervised, combination passwords. Interior and exterior siren. This system will cost $1,329.00 plus an additional $240.00 year for a weekly test.
*Motion to go w/ 1st quote from Great falls Security system to install for $3,885.00 and to add the additional camera for $536.00. LA/HF – Unanimous.
*Motion to accept proposal # 2, for $1,329.00 plus the $240.00 for the first years’ weekly test. LA/RM – Unanimous.
11. SELECTMEN’S ITEMS TO BE DISCUSSED & VOTED ON
A. Town Warrant: *Motion to sign Warrant #11 to pay the town bills. LA/RM; Unanimous.
12. QUESTIONS OR COMMENTS FROM THE BOARD
A. Del Maxfield, Maine Survey Consultants; Town Land Survey: Swampville Road has been surveyed. It was last done in 1973.
B. Otisfield Community Social Club; Discussion: This should be a self-supporting group for anything other than community lunches and associated items as approved by the Finance Committee and at the Town Meeting. *Motion to not allow money to be used for dance instructors. LA/RM – Unanimous. HF will contact Elaine Doble-Verrill in the morning so she can contact dance instructor who was planning to come.
C. Spencer Woodworth, metal roofing contractor for the Gore Road Fire Station called HF yesterday and he is all done. BOS agree it looks good from the ground and Town will cut him a check.
D. Henniger Park Appraisals: HF will meet with the town assessor to determine the approximate evaluation of one lake side and one other lot for use by the HP Committee.MIM: They will be ready after first of the year.
E. Sun Journal – Leslie’s last article regarding the appeal to the court, said that the court asked for the cell tower application to be sent back to the Town for full review. This was erroneous. HF said it looks like it was copied and pasted from first article. HF contacted Leslie Dixon and she will correct asap.
